Pere Ferrer
Pere Ferrer i Sastre is a senior public executive and strategic advisor with over 15 years of experience in leadership roles across public safety, digital transformation, and critical infrastructure governance.
From 2019 to 2024, he served as Director General of Police for the Government of Catalonia, where he led the strategic planning and operational transformation of a 20,000-strong police organisation with an annual budget of €1.5 billion. Among his key initiatives was the approval of a new organisational decree that, for the first time, created a General Commissariat for ICT, tasked with leading the force’s digital strategy and technological innovation.
He also promoted the creation of a Virtual Police Region, officially established in March 2023 under the new organisational decree, which integrates digital functions alongside the nine existing regional commands. This pioneering structure enhances cross-regional interoperability and remote coordination, with dual divisions for virtual community policing (including cyber-patrol and victim support) and virtual criminal investigation for online offences. Serving as a secure digital interface between the police and citizens, it enables remote reporting, live chat and other online services — modernising access and building trust in public service delivery.
During this period, he also oversaw the launch of SICAM, an advanced maritime and aerial command and control room incorporating real-time sensor data, including a drone detection system covering the Barcelona metropolitan area. In parallel, he led the planning and implementation of a new police emergency coordination centre, designed to enhance integrated response capabilities for large-scale incidents and critical events.
His work focused on modernising public safety systems through the development of new land, maritime, aerial and cyber units, and through the implementation of technology-driven reforms, crisis management strategies and coordination mechanisms.
He previously held senior advisory positions within the Catalan Ministry of Interior and the Barcelona City Council, where he coordinated inter-agency security and mobility projects, helping to align public policy with innovation, institutional trust and citizen engagement.
With a background in environmental sciences and professional experience in both Spain and Switzerland, Pere brings a cross-disciplinary approach to governance, cybersecurity and public-private collaboration. He has a strong track record in managing complex organisations, overseeing large-scale budgets, and advancing ESG-aligned initiatives with impact.
As Chair of the Cybersecurity Summit at ISE 2026, he brings his understanding of how cybersecurity intersects with AV systems, critical environments and regulation, fostering dialogue between technology providers, institutions and integrators to help build a safer, smarter AV ecosystem.
