Farell Folly
Ekue Farell FOLLY is a decorated cybersecurity strategist with nearly 20 years of international experience across the military, United Nations, critical infrastructure regulation, and cloud security. A retired Colonel with operational leadership roles in Benin, Belgium, and within U.S. Armed Forces coalitions, he has advised governments, regulators, and multilateral organizations—including UN missions and U.S. Africa Command—on cyber resilience and digital defense.
He currently serves as Senior Expert for Industrial Cybersecurity at TÜV SÜD IS GmbH, leading strategic programs across Europe and Africa with a focus on IEC 62443, ISO 27001, NIS2, OT/ICS security, and critical-infrastructure certification.
Farell’s previous roles include ICT Programs Director at Benin’s Ministry of ICT, Manager for Telecom Services at Benin’s National Regulatory Authority, cybersecurity researcher at the Bundeswehr University Munich, and Council Member at ICANN, where he served as Vice-Chair for Internationalized Domain Names policy.
A Fellow of the University of Washington’s Center for Cyber Diplomacy, he is recognized for his leadership on cyber norms and digital sovereignty. In 2024, he was featured in Forbes and named among CIO Views’ “Top 10 Most Influential Cybersecurity Leaders.”
Fluent in French, English, and German, Farell advises public and private sectors on strategy, regulatory compliance, and national cybersecurity architecture.
