Pere Ferrer i Sastre is a strategic security and cybersecurity advisor with over 15 years of experience at the intersection of public safety, digital transformation and critical infrastructure governance. He advises institutions and technology companies on security strategy, crisis management and the deployment of emerging technologies in complex, high-stakes environments.
His perspective is grounded in senior executive leadership. From 2019 to 2024, as Director General of Police for the Government of Catalonia, he led the operational and technological transformation of a 20,000-strong organisation with a €1.5 billion annual budget, driving large-scale change management, technology adoption and institutional trust. Under his direction, the force created its first General Commissariat for ICT to lead digital strategy, established a pioneering Virtual Police Region integrating cyber-patrol, online victim support and digital investigation, and deployed SICAM — an advanced maritime and aerial command-and-control centre with real-time sensor data and drone detection across the Barcelona metropolitan area — alongside a new emergency coordination centre for large-scale and critical events.
Earlier, he held senior advisory positions within the Catalan Ministry of the Interior and Barcelona City Council, coordinating inter-agency security and mobility projects and aligning public policy with innovation and citizen engagement.
With a background in environmental sciences and professional experience in Spain and Switzerland, he brings a cross-disciplinary approach to governance, cybersecurity and public-private collaboration, with a strong track record in leading complex organisations, overseeing large-scale budgets and advancing ESG-aligned initiatives.
As Chair of the Cybersecurity Summit at ISE 2027, he brings a deep understanding of how cybersecurity intersects with AV systems, critical environments and regulation, fostering dialogue between technology providers, institutions and integrators to help build a safer, smarter AV ecosystem.
